En l’espèce, un mineur non accompagné étranger s’adresse au conseil départemental de la Haute-Vienne pour obtenir la mise en place d’un accueil provisoire d’urgence. Après avoir été mis à l’abri à l’hôtel il est remis à la rue le 9 mars, soit une semaine avant la mise en œuvre du confinement pour lutter contre la propagation de l’épidémie de COVID-19
